It certainly can be. A science has to have 1) disprovable hypotheses 2) follow a rigorous testing methodology 3) provide theories based on experiments that can be reproduced. From my meager understanding of economics, at least 1 and 2 of these three things can apply. I haven’t read enough of economics to attest to number 3. Maybe the science in economics should be called meta-economics?

Someone stole her credit card last year but I never reported it - the thief was spending less than she did!
